Who We Are
The Program
Aus4Growth (A4G) is a partnership between Australia and Vietnam and aims to close gaps in policy and practice to support enhanced economic growth, trade and investment, clean energy and transport, inclusion, and digital acceleration.
Building on previous programs – Aus4Reform and Aus4Transport – A4G integrates emerging initiatives in energy, trade, inclusion, and digital. A4G will directly support the priorities of the Australia – Vietnam Development Partnership Plan 2025-2030 and the Australia-Vietnam Comprehensive Strategic Partnership (March 2024).
A4G Is designed to respond to four key development priorities for Vietnam:
• Achieving the goal of reaching upper-middle-Income status by 2030
• Reaching a net zero greenhouse gas emissions target by 2050
• Realising gender equality and social Inclusion
• Accelerating digitalisation of the economy
A4G's goal is to support Vietnam's transition towards a more inclusive, resilient, prosperous and modern economy, with enhanced trade and investment, through four end-of-program outcomes (EOPOs):
• EOPO 1 - Vietnam strengthens targeted economic, trade and Investment policies and their Implementation to enhance productivity and competitiveness In a global economy
• EOPO 2 - Vietnam strengthens targeted energy and transport sector policies, regulations and plans and their Implementation In response to climate change and the 2050 net zero emissions target
• EOPO 3 - Women, people with disability and low-income groups gain increased access to economic resources, skills, opportunities and benefits
• EOPO 4 - Vietnam strengthens targeted digital transformation policies, regulations and plans and their implementation to enhance the digital economy and digital adoption
Each EOPO is underpinned by contributing Intermediate Outcomes (IOs):
• IOs under EOPO 1 focus on economic policy and reform, support for Vietnam's international economic integration, and inclusion of cross-cutting Gender Equality, Disability and Social Inclusion (GEDSI) IOs to help shape a more inclusive economy
• IOs under EOPO 2 respond to Government of Vietnam (GoV)'s reform priorities in energy and transport, with IOs targeted at addressing gaps in donor support for the country's transition to a net-zero economy
A4G is funded by the Australian Government Department of Foreign Affairs and Trade (DFAT) and managed by Boston Consulting Group.
What You'll Do
About The Opportunity
The A4G Team Leader will be responsible for providing on-the-ground leadership, technical expertise, and operational oversight to ensure effective program implementation. They will oversee the implementation of program strategy, delivery and stakeholder engagement while ensuring high-quality outcomes and the seamless achievement of program objectives. The role requires strong stakeholder engagement, day-to-day program management, and compliance with DFAT policies and funding requirements
The Team Leader will ensure that program activities are implemented effectively, key performance indicators (KPIs) are met, and risks are proactively managed.
KEY RESPONSIBILITIES
• Work alongside the A4G Program Delivery Co-Leads, Domain Leads and teams, and GoV counterparts to set the strategic direction for A4G, ensuring alignment with DFAT and GoV priorities and coherence across Program Domains
• Oversee the development of all key deliverables together with DFAT and Delivery Co-Leads
• Ensure any timely escalation of issues to BCG and DFAT
• Provide strategic guidance on program priorities, work plans, and key decision-making processes to ensure effective delivery
• Provide guidance and oversee the implementation of the A4G GEDSI Strategy and ensuring that the GEDSI toolkit is used in program implementation across all domains
• Oversee the implementation of the MERL Framework and M&E Plan ensuring the MERL team are gathering appropriate data and information to inform delivery and program performance management
• Ensure effective coordination between technical and enabling functions, tracking deliverables and prioritising tasks across workstreams
• Maintain accountability for budget management, reporting, and safeguarding, ensuring compliance with fiduciary standards and DFAT policies
• Serve as the primary DFAT counterpart 'on the ground' in Hanoi, ensuring alignment between program implementation and DFAT priorities and establishing a close working relationship with DFAT officers
• Oversee the Strategic Impact Fund (SIF) in collaboration with DFAT and A4G Delivery Co-Leads, ensuring strategic investments that align with program priorities
• Lead and oversee technical and operational teams, key partners and agencies, ensuring smooth collaboration and integration of activities

What You'll Bring
• Minimum 15 years of experience in senior leadership roles within development programs, DFAT-funded programs (preferred) or other donor-funded initiatives (or equivalent experience)
• Strong track record in leading multi-disciplinary teams and managing large-scale, multi-sectoral projects, with demonstrated expertise in program operations including budgets, logistics and compliance framework
• Demonstrated high-level stakeholder engagement and partnership development across governments, donors and private sector partners
• Post-graduate degree (or equivalent experience) in international development, public policy, business, management, or a related field
• Experience working in Vietnam or Southeast Asia with strong understanding of Vietnam's economy, institutions and socio-political context, or similar development contexts
• Strong knowledge of DFAT policies, governance structures, and funding mechanisms
• Experience managing strategic funds and promoting gender equality in development initiatives
